I think there may be some confusion here. Udoma Udo Udoma, the former Minister of Budget and National Planning in Nigeria, did not say that Nigeria's economy will pick up in the next quarter.
In fact, Nigeria's economy has been experiencing a recession since 2016, and the country has been struggling to recover from it. While there have been some signs of improvement in recent times, the economy is still not out of the woods.
According to the National Bureau of Statistics (NBS), Nigeria's Gross Domestic Product (GDP) contracted by 1.9% in the first quarter of 2020, indicating a recession. The NBS also reported that the country's economy grew by 2.1% in the second quarter of 2020, but this growth was largely driven by the agricultural sector.
It's worth noting that the International Monetary Fund (IMF) has also projected that Nigeria's economy will continue to face challenges in the short term, with growth expected to be around 2% in 2020.
Therefore, it's unlikely that Udoma Udo Udoma or any other official would have made a statement suggesting that Nigeria's economy will pick up in the next quarter.
