The Bill and Melinda Gates Foundation has indeed been a major partner in the global effort to eradicate polio, but I'm not aware of any specific statement or goal to eradicate polio in Nigeria by a certain year.
However, the Global Polio Eradication Initiative (GPEI), a public-private partnership led by the World Health Organization (WHO), Rotary International, the US Centers for Disease Control and Prevention (CDC), and UNICEF, among others, has been working towards the goal of eradicating polio worldwide since 1988.
While significant progress has been made, polio remains endemic in only two countries: Afghanistan and Pakistan. Nigeria, however, has not had a wild poliovirus case since 2016, and the country has made significant progress in reducing the risk of polio transmission.
The GPEI continues to work with governments, health organizations, and other partners to strengthen immunization systems, conduct surveillance, and respond to outbreaks to ultimately achieve the goal of polio eradication.
So, while I'm not aware of a specific goal to eradicate polio in Nigeria by a certain year, the global effort to eradicate polio continues, and the Bill and Melinda Gates Foundation remains a key partner in this effort.
