I think there may be some misinformation here.
On March 13, 2020, President Donald Trump did declare a national emergency in response to the COVID-19 pandemic, but it was not because the US was "paralysed" by the virus.
The declaration of a national emergency under the Stafford Act allows the President to mobilize federal resources and authorities to respond to the crisis. It also enables the Department of Health and Human Services (HHS) to waive certain laws and regulations to facilitate the response.
At the time of the declaration, the US was indeed experiencing a significant outbreak of COVID-19, with cases and hospitalizations rising rapidly across the country. The declaration was intended to help coordinate the federal response, provide additional funding and resources, and support state and local governments in their efforts to combat the pandemic.
Since then, the US has taken numerous steps to respond to the pandemic, including implementing travel restrictions, increasing testing capacity, and distributing personal protective equipment (PPE) to healthcare workers. The federal government has also provided financial support to individuals, businesses, and state and local governments affected by the pandemic.
While the pandemic has certainly had a significant impact on the US, it is not accurate to say that the country was "paralysed" by it. In fact, the US has made significant progress in responding to the pandemic, including developing and distributing vaccines, and implementing measures to slow the spread of the virus.
