WHITE PAPER ON THE REPORT OF THE JUDICIAL PANEL OF INQUIRY INTO THE ALLEGATIONS OF HUMAN RIGHTS VIOLATIONS AND RELATED MATTERS IN EKITI STATE
PREAMBLE
The Ekiti State Government, in its commitment to promoting transparency, accountability, and the protection of human rights, established a Judicial Panel of Inquiry to investigate allegations of human rights violations and related matters in the state. The Panel, comprising of Honourable Justice Cornelius Akintayo (Rtd) as Chairman, and other members, was inaugurated on 15th October, 2020.
EXECUTIVE SUMMARY
The Panel received a total of 144 petitions and complaints from individuals and groups, alleging various forms of human rights violations, including extra-judicial killings, torture, arbitrary arrest and detention, and other forms of abuse. The Panel conducted public hearings, examined witnesses, and reviewed evidence, including documentary and physical evidence.
FINDINGS AND RECOMMENDATIONS
The Panel made the following findings and recommendations:
- Extra-Judicial Killings: The Panel found that there were instances of extra-judicial killings by security agencies, particularly the Police and the Department of State Services (DSS). The Panel recommended that the perpetrators be brought to justice and that the families of the victims be compensated.
- Torture and Ill-Treatment: The Panel found that there were cases of torture and ill-treatment of suspects by security agencies. The Panel recommended that the perpetrators be prosecuted and that the victims be compensated.
