Parliament passes reforms allowing putin to run again

I think there may be some confusion here. Vladimir Putin, the current President of Russia, has already served two consecutive terms as President, from 2012 to 2018, and is not eligible to run for re-election again under Russia's current constitution.

In 2020, the Russian parliament, the State Duma, passed a constitutional amendment that would allow Putin to run for two more presidential terms, effectively allowing him to remain in power until 2036. The amendment was approved by a majority of the Duma and then ratified by a national vote in July 2020.

So, to clarify, the Russian parliament has already passed reforms allowing Putin to run again, but not in the sense that he was previously not allowed to run. Rather, the reforms changed the constitution to allow him to run for additional terms.
