Justin Bieber has not blamed the coronavirus for low ticket sales. In fact, his recent tour, the "Changes Tour", was postponed due to the pandemic, not cancelled. The tour was initially scheduled to start in May 2020, but due to the ongoing COVID-19 pandemic, it was rescheduled for 2021.

In an interview with Zane Lowe on Apple Music's Beats 1 Radio in June 2020, Justin Bieber mentioned that the pandemic had affected his tour plans, saying: "We were supposed to start the tour in May, and then it got pushed to August, and then it got pushed to next year... It's just one of those things where you gotta roll with the punches."

So, while the pandemic did impact his tour plans, Justin Bieber hasn't specifically blamed it for low ticket sales.
