Ifab new rules
You're referring to the new rules introduced by the International Football Association Board (IFAB)!
In 2019, IFAB introduced several changes to the Laws of the Game, which came into effect on June 1, 2019. Here are some of the key changes:
- Handball: The definition of handball was changed to make it clearer when a handball offense occurs. The new rule states that a handball is committed when a player deliberately handles the ball with their hand or arm, or when the ball touches their hand or arm and it is not accidental.
- Video Assistant Referee (VAR): VAR was introduced to help referees make decisions on four key areas: goals, penalties, direct red cards, and mistaken identity. The system uses video footage to review these incidents and provide guidance to the referee.
- Goalkeeper movement: Goalkeepers are no longer allowed to move off their line to prevent a shot from being taken, unless the ball is played forward from a goal kick or a throw-in.
- Free kicks: The distance between the ball and the opposing team's wall on a free kick was increased from 9.15 meters (10 yards) to 10.36 meters (11.5 yards).
- Substitutions: Teams are now allowed to make three substitutions per match, rather than the previous limit of two.
- Injury time: The referee is now responsible for adding injury time to the end of each half, rather than the fourth official.
- Yellow and red cards: The rules for yellow and red cards were clarified to ensure consistency in their use.
- Ball size and weight: The size and weight of the ball were standardized to ensure consistency across all levels of the game.
These changes were introduced to improve the game, increase player safety, and enhance the overall fan experience.
