As of my knowledge cutoff, Arsenal has indeed signed a new player!

On August 31, 2022, Arsenal announced the signing of Oleksandr Zinchenko from Manchester City on a long-term contract. The Ukrainian left-back has joined the Gunners for a reported fee of around £30 million.

Zinchenko, 25, has been capped over 60 times for Ukraine and has won several honors with Manchester City, including four Premier League titles and two FA Cups.
