Buhari is the President of Nigeria, and he does not appoint the Chief Justice of Nigeria (CJN). The CJN is appointed by the President, but the appointment is subject to confirmation by the Senate.
In fact, the appointment of the CJN is governed by the Nigerian Constitution, which provides that the President shall, in consultation with the Council of State, appoint the CJN, subject to the confirmation of the Senate.
