I think there may be some confusion here.

Bayelsa State did not conduct LGA elections in 2018. In fact, the last local government elections in Bayelsa State were conducted in 2008, during the administration of former Governor Timipre Sylva.

Governor Seriake Dickson, who was the Governor of Bayelsa State from 2012 to 2019, did not conduct LGA elections in 2018. The tenure of the local government chairmen in Bayelsa State expired in 2016, and since then, the state government has not conducted fresh elections to replace them.

It's worth noting that the conduct of local government elections is the responsibility of the state government, and the Independent National Electoral Commission (INEC) is responsible for conducting elections at the national level.
