Akwa ibom state implents the new minimum wage in 2019

I think there may be a mistake here.

Akwa Ibom State did not implement the new minimum wage in 2019. In fact, the new minimum wage was signed into law by President Muhammadu Buhari on April 18, 2019, and it was set at N30,000 (Thirty Thousand Naira) per month.

However, the implementation of the new minimum wage was not immediate, and it took some time for states to comply with the new law. In Akwa Ibom State, the implementation of the new minimum wage was delayed due to various reasons, including disagreements between the state government and the organized labor unions.

It wasn't until October 2020 that the Akwa Ibom State Government finally implemented the new minimum wage, with the payment of the N30,000 minimum wage to its workers.
